On Saturday June 15th, The New York Racing Association, Inc. (NYRA), will host its first ever Public Hearing in the west wing of the Belmont Room (2nd floor of the Clubhouse) at Belmont Park from 9:30-11:00 a.m. Members of NYRA Senior Management will be among those in attendance.

The session will provide the public an opportunity to discuss topics of interest in an “open forum” setting. Based on responses to fan surveys, the primary areas of focus during the event will be racing, wagering and marketing. The town hall-style meeting will start with a brief introduction and continue with a recap of recent NYRA events, followed by a moderated, question-and-answer discussion with the panel.

Fans wishing to attend must RSVP here as space is limited. An agenda will be presented and posted at nyra.com in advance of the session.

“It’s essential that we listen to the thoughts and concerns of our fans, and the best way to do that is to give them a chance to weigh in directly on topics of broad interest and importance,” said Eric Wing, Director of Communications & Media Relations for NYRA. “June 15th will be the first of many such opportunities going forward. We look forward to an open and frank discussion next week.”

While HANA is not going to be there today in an official capacity, I will tell you that we have been exchanging emails with members of the new NYRA Board.

One of the things we have been asking them for is a NYSWB rules change for pick4 payoffs in the event of a dead heat.

Under the current rule, whenever there's a dead heat in the pick4 the pool is divided evenly between the two betting interests involved in the dead heat (rather than paying out the pool in proportion to money bet.)

FYI, the rule for pick3 payoffs is different from the pick4 rule. For the pick3, in the event of a dead heat, the pool is paid out proportionate to the money bet on the wining runners.

Most players see the current pick4 rule as "wrong" and the current pick3 rule as "right."

We are asking them to change the pick4 rule in the event of a dead heat and make it the same as the pick3 rule.

If you'll recall, last year's Travers Stakes at Saratoga resulted in a dead heat between Golden Ticket at 33-1 and the post time favorite. As it so happened, the Travers was also the final leg of the pick4.

Under NYSWB rules, the remaining pick4 pool was divided evenly among the winning runners in the final leg.

You can guess what happened. Players who backed the longer priced horse in the pick4 got the shaft. (The pick4 for 33-1 Golden Ticket ended up paying less than the pick3.)
