How does JCapper handle ties???

Two horses in a race have the same last race bris speed figure. When JCapper ranks them, are they ranked the same or is there a tie breaker algorithm which ranks one over the other? If both are ranked the same ( 1,1) is the next ranked horse reported as 2 or as 3?

When the top 2 in any one factor are tied, the top 2 get a rank of 1. The third best horse in the race gets a rank of 3.

Example... Suppose we have a hypothetical five horse field where the top 2 horses are tied in Last Race Bris Fig... Here is a chart showing their last race speed figs and the ranks assigned by JCapper's ranking algorithm:
