Ralph, There's a factor in the Data Window factors drop down labeled New Pace Top. Selecting it allows you to break out the results of a Data Window query into rows based on true/false conditionals that show whether or not a horse earned a new speed or pace top (or both) (or neither) in its most recent start.
For example, here's what I have for CPace rank=1 horses over the past three calendar years broken out by New Pace Top:
