I don't see 21 THEODDS as an option - at least not in the current version Data Window.... I seem to recall it being an option in an older program version - and one that has been replaced in the current version of the Data Window with Odds Range. Assuming that 21 THEODDS and Odds Range are one and the same, when you run a Data Window query with the data broken out by odds range, you can see win rates, impact values, and win pool roi for each of the incremental odds ranges displayed in the breakout of your query.
For example, here's a Data Window query (JCapper EarlyConsensus rank=1 horses at GPX during calendar year 2011) with the results broken out by odds range:

Keep in mind that when breaking data out by odds range you are not bound by the default Data Window settings for for interval and start range; you can use the drop downs to adjust the incremental odds ranges you want to see the data broken out by to your liking.

Not a whole lot of data to go by... but the sweet spot appears to be within the incremental odds range of about 9-1 to 30-1.
